26 issues in roads
Abandoned vehicles and pothole hazard on flooded roads
Weeks of rain saturated the ground, and traffic over softened roads is creating potholes citywide — some hidden underwater. Crews are making temporary and long-term repairs, and more potholes are expected as the ground dries.
McCarty Road PUD amendment and East-West Five construction
A big swap: 209 fewer homes (townhomes to single-family) in exchange for the developer building nearly half a mile of East-West Five and dedicating road right-of-way — key pieces of the westside road network.
Mackey Marshall road and Southern Grove infrastructure complete
The city is fronting up to $20.3 million so Mattamy Homes can finish the missing north-south link between Crosstown Parkway and Discovery by the end of 2027 — something the original development schedule didn't require until 11 years later. It means faster routes, better fire/EMS response, and enables the planned western fire station and school site.
Village Green Drive widening and BUILD grant loss
The CRA missed out on the federal BUILD grant for widening Village Green Drive despite planning to pledge $12.5 million in TIF revenue as a match. Staff will make the project shovel-ready by year's end and pursue phased construction and other funding sources.
Village Green Drive funding gap
The CRA missed out on the federal BUILD grant for widening Village Green Drive despite planning to pledge $12.5 million in TIF revenue as a match. Staff will make the project shovel-ready by year's end and pursue phased construction and other funding sources.
Gatlin Boulevard Resurfacing
Resurfacing work on Gatlin Boulevard between Edgar Street and Port St. Lucie Boulevard has begun and should wrap up by February 2027, funded by the half-cent sales tax and mobility fees.
Traffic Signals at Commerce/Glades and Midway
Councilwoman Morgan is pushing for signals at Jenkins and Midway Road and at Commerce and Glades, citing dangerous driver behavior and fatalities. Councilman Pickett agreed the Commerce/Glades intersection needs fixing with county help.
Sidewalk and repaving programs
A commenter demanded the sidewalks promised 30 years ago with an earlier half-cent sales tax hike. Staff reported 13.7 miles of sidewalks and 104 miles of road paving from sales tax since 2018, and explained the resident-petition street light program.
St. Lucie West Boulevard widening
A feasibility study recommends 4-to-6 lanes with turn lanes at eight intersections, saving drivers one to two minutes each in 2055. Delivery is tentatively 2030-31 but depends on the half-cent sales tax renewal, which the county hasn't put on the ballot.
Midway Road / Turnpike Interchange Improvements
The city is handing land to FDOT so construction of the new interchange ramp at Midway Road and the Turnpike can proceed.
Multimodal Quality-of-Service Standards and Bike Lanes
The plan replaces 'may consider' bike and pedestrian standards with active quality-of-service measures for cyclists and walkers. Board members stressed safety — especially with kids on e-bikes — and urged that whatever gets built also gets maintained.
Sidewalk Right-of-Way Conveyance to St. Lucie County
The city transferred land in Section 16 to the county so sidewalk construction and right-of-way work can proceed.
Paar Drive Roundabouts Land Acquisition
The city will acquire a portion of Tract C in fee simple for planned roundabouts on Paar Drive at Darwin and Savona Boulevards.
Tradition Parkway and Village Parkway Intersection Improvements
One of the city's worst intersections is getting a comprehensive redesign — extra turn lanes, extended left-turn storage, and better I-95 access. Council members flagged related issues: signal timing at Meeting Street and emergency vehicle preemption.
Tom Mackie Boulevard Phase 3 road acceptance
Final acceptance of the SW Tom Mackie Boulevard Phase 3 roadway improvements built by Miller Construction was on the agenda.
FDOT highway maintenance agreement
The council was set to sign a highway maintenance memorandum of agreement with the state transportation department, covering upkeep responsibilities on state roads.
Roadway acceptances: Sansone Boulevard and Crosstown Parkway
Two resolutions would formally accept roads built by developers — Phase 3 of SW Anthony F. Sansone Sr. Boulevard and Segment 2A of the Crosstown Parkway Extension. Acceptance means the city takes over maintenance of these public roads.
U.S. 1 / PSL Boulevard Road Improvements
A FDOT project is adding ADA sidewalk improvements and extending the left turn lane at U.S. 1, with milling and resurfacing to follow. Completion is expected September 2027.
Marshall Parkway interchange at I-95
A new I-95 interchange at Marshall Parkway would relieve congestion at the Becker Road and Tradition Parkway interchanges, but current state funding puts construction between 2041 and 2050. Council endorsed a west-only connection with braided ramps and rejected any east connection through the Rosser neighborhood.
Floresta Corridor Maintenance and Mowing
A resident flagged knee-high weeds on Floresta between Port St. Lucie Boulevard and Crosstown; the city manager agreed to have staff look at mowing.
Southwest Annexation Area transportation planning
The area is headed for 75,000 homes and 53 million square feet of commercial space, and the study shows keeping Hagner Par Drive is the single biggest congestion-fighter. Council directed staff to keep the road requirement, push the Marshall Parkway interchange, and study a southern Martin County connection.
Traffic on Morningside and Westmoreland
Staff and the applicant say the expansion adds no net trips because the resort, school, and marina are already entitled — but neighbors aren't buying it, citing the Ravella project, construction trucks, and evacuation-zone concerns. A resident asked about speed calming near the academy.
Road resurfacing and pavement funding
The city keeps 67 pavement condition scores but needs about $10.5 million a year; the half-cent sales tax is doing the heavy lifting, and Gatlin Boulevard's $4.4 million resurfacing is set for fiscal 2026-27.
Sidewalk project blocked by right-of-way pavers
Unpermitted pavers in the city right-of-way on Lakehurst Drive are stalling a sidewalk contractor, leaving the road torn up and exposing the city to contract fines. The magistrate let the city remove them and bill the owner.
Murphy USA Gas Station Denial on Gatlin Blvd.
The council denied a special exception for a gas station/convenience store at Gatlin and Import Drive 3-2, citing traffic congestion and an already heavy concentration of fuel stations on the corridor.
Volucia Drive sidewalk
A state agreement unlocks federal money to build a sidewalk on NW Volucia Drive between Torino Parkway and Blanton Boulevard.
