50 issues
Agricola road widths and fire access
The Agricola development's PUD and development agreement are being amended under new ownership (Bellamy Property Holdings/BTI Partners). Staff found the amended agreement honors prior commitments from the original PUD.
Mobility fee update
The county is set to hire Willdan Financial Services to update its impact fee study and ordinances — the fees developers pay to offset the cost of growth. The results could change what new construction pays.
Governors Park expansion and signage standards
A large scale land use change would convert 1,265 acres from Agriculture and office-district to Planned Community, reshaping growth in District 5. It also amends the Governors Park DRI development order. This is one of the largest land decisions on the agenda.
Precinct Boundary Change — Cheswick South
The Cheswick South Subdivision moves into Precinct 116 because it's now part of the Wilford Preserve CDD — a small voting-location change for affected residents.
Affordable housing bond plan
State law requires the county to update its list of surplus land suitable for affordable housing every three years. The updated list includes small vacant parcels in Green Cove Springs and Orange Park.
Bonded Transportation Program Progress
The $216 million capital portfolio is 74% spent; the CR 220 bridge opens in October, several BTP road projects are finishing, and fire stations and the recovery center are progressing. The Economic Development Building won an excellence-in-construction award.
Historic Museum and Courthouse Roof Leaks
Clay County got a state legislative appropriation for the historic courthouse roof — $125,000 of the $250,000 requested — with a two-year performance window, so the roof work should happen over the next two years.
Cemetery preservation and restoration across Clay County
Volunteers keep repairing and maintaining historic cemeteries — Souter, McKendree, Pleasant Point, Hibernia and others. A fallen tree damaged a recently repaired headstone at McKendree, and Boy Scout Troop 482 has adopted monthly maintenance there.
CLG Training Camp for Historic Preservation
The state's Certified Local Government program has offered to run a two-day training camp for the county in February 2027. Hosting it would build local preservation expertise at little to no cost to residents.
Lewis Wilford Marker at Old Hickory Grove Cemetery
The board has been weighing a replacement marker for Lewis Wilford at Old Hickory Grove Cemetery, including marker type and language and whether permission is needed to place it. This meeting continues that discussion.
Proposed federal changes to Section 106 of the National Historic Preservation Act
Proposed federal permitting changes, bundled into Senate Bill 5653 and ACHP rule revisions, would move historic and archaeological review from State Historic Preservation Offices to federal agencies, cutting public consultation. Residents could lose the chance to flag cemeteries and sites before bulldozers roll — especially resources not yet listed on the Florida Master Site File.
Fort 11 Historical Marker
The state marker council will hear the developer's application for a Gare's Ferry historic marker on December 2 — but the marker site sits inside a gated Middleburg subdivision, and board members worry the gates could one day lock out the public.
Bed tax collections and tourism revenue
Bed tax collections jumped double digits in two straight months, boosted by the new Echo hotel and major events. A $2 million annual collection would mean more grant money for future events.
Tourism event grant funding decisions
The TDC awarded $71,500 across five grants to bring golf tournaments, Scottish Games, and community events to Clay County. These events fill hotels, restaurants, and gas stations during tourist slow seasons.
Regional Sports Complex Public Access
National pickleball organizations want to come to Clay County but deals with the private HUB facility keep stalling over payment terms. Council member Kevin Robert floated building 16+ covered courts at the county sports complex.
Sports tourism recruitment
Airstream Ventures will report on tournaments and athletic events being booked or recruited for Clay County venues, building on recent events at the HUB and the Regional Sports Complex.
Thrasher-Horne Center partnership
Council members pressed Bob Olson on whether the $120,000 annual county funding delivers measurable hotel returns, noting fewer than 100 room nights from two hotels so far this year. Olson said the money supports 41 of 105 shows over five years and raising it to $150,000 could bring bigger acts.
VanTrust Light Industrial Business Park (PUD 26-0008)
IKO's $250 million roofing plant is about to open, Niagara is adding a seventh line, and the First Coast Expressway is now open through most of Clay County — fueling industrial recruitment.
Future Land Use redesignation of 41.18 acres in Branan Field
Portions of three parcels totaling about 41.18 acres would have their Future Land Use designations redrawn between the Branan Field Master Planned Community and Primary Conservation Network categories. How the land is split could shape where development and conservation occur in the Branan Field area.
Rezone of 2.11 acres on County Road 220 for commercial use
Neighbors near the proposed Daily's won concessions — an 8-foot masonry wall, a 25-foot buffer, and strict lighting — and the HOA president came to seek clarity, not to fight the project.
Capital Improvement Plan and Budget Adjustments
The unfunded project list jumped from $196 million to $371 million during the meeting. Commissioners discussed a possible stormwater fee, raising mobility fees, and squeezing efficiencies out of software licenses and telecom to cover it — all ahead of a property tax repeal debate.
Fire Rescue equipment upgrades
New Hamilton-T1 ventilators ($320,000) and Genesis extrication tools ($158,475) will replace aging gear — old ventilator parts now cost thousands on eBay.
E-Bike and Electric Scooter Regulation
The county, sheriff, fire rescue, and schools launched an awareness campaign on safe e-bike riding, helmets, and lithium-battery charging fire hazards, timed to the first day of school.
Clerk of Court Orange Park branch closure risk
Under a 15% cut scenario, the clerk says the only way to hit the target is closing the Orange Park branch, which handles passports, hunting licenses and court payments.
FY26/27 budget deficit (~$44.5-50M)
Member Kathy Kass questioned what the board's mission is beyond markers and cemeteries, noting no budget for new markers. Members proposed forming a subcommittee with new Chair Shawn Atwell to set direction, and a recognition certificate program is moving forward with nominations due by next meeting.
Pace of the county land conservation program
The committee is figuring out how to actually spend the county's $42 million land acquisition fund. One member argued rising land prices make outright purchases unrealistic and the county should lean on cheaper conservation easements and partnerships instead.
JTA bus service termination and replacement
The board is weighing cutting roughly $600,000 from the county's ~$1.3 million JTA/transit contribution. Options include keeping the federally required Transportation Disadvantaged service (which needs ~$30,000/month in county supplement) and replacing fixed bus routes with cheaper on-demand microtransit. Staff will bring back ridership numbers and options.
Black Creek Boat Ramp deterioration
Middleburg resident Charles Griffin says the ramp has no ADA compliance, missing handrails, open electrical boxes and unsafe water in the bathrooms, and asked commissioners across districts to find funding.
Elections funding under Amendment 3
Commissioners discussed which services — including problem-solving courts — could be cut if the November ballot amendment passes, and cautioned that state law limits their ability to advocate on the measure.
Blanchard 45-acre conservation acquisition, 6111 County Road 218
This unharvested timber land borders Mill Branch, a Black Creek tributary, and sits in the Florida Forever and O2O priority conservation areas. It's an unprotected wildlife corridor between Jennings State Forest and the Bradford Wildlife Management Area in a fast-developing, heavily logged area.
Fire Rescue chief's vehicle incident and acting chief appointment
Resident Charles Riddling demanded a full Florida Highway Patrol investigation into a fire chief's wrecked county vehicle and questioned the acting chief's pay and promotion.
State property tax reform impact on Clay County
If Amendment 3 passes, Clay County — the second-most negatively impacted county in Florida — could lose $40 million in year one and $70 million in year two. That could mean cutting 171 to 577 positions depending on how cuts are spread. The board will get a full presentation from the Sheriff, Fire/EMS, and Elections at the next meeting.
Sun Trail expansion along Long Bay Road
The county is buying small parcels along Long Bay Road for the SUN Trail; this piece costs $8,786.36 and total acquisitions should stay under $120,000, since the $17M state construction grant can't buy land.
New public safety complex for Clay County
The county took its first formal step toward a 44-acre shared campus for fire, EMS, emergency management, law enforcement and 911 operations on Rosemary Hill Road — with a co-located St. Johns River State College training component.
Hospice certificate of need letter
After requests from hospice companies seeking a state 'open certificate of need,' the board agreed to send a generic letter of support to the state healthcare agency — not endorsing any one of the 11 applicants. Commissioner Compere declined to endorse any company.
Rail crossing safety funding
The region is getting a share of $350 million in federal money to improve rail crossing signs and safety along the CSX/Amtrak line through Clay County.
Tax Collector state funding shortfall
Tax Collector Diane Hutchings is returning $2.2M to the county but says a stale $6.25-per-license DMV fee from 2010 forces Clay taxpayers to subsidize out-of-county driver's license services; she asked commissioners to push the legislature for a fix.
Bronco Road church land use dispute
A small congregation bought 1.53 rural acres, then learned it needed a land-use change to build. Neighbors and commissioners said the permanent institutional designation doesn't fit a rural residential road — the recommendation of denial goes to the BCC October 27.
Bayard Road heavy industrial rezonings
Five parcels near CR 209 South/CR 226 would become heavy industrial with city water and sewer and required road upgrades. Residents fear truck traffic on crumbling 209/226, well impacts, and lost rural character; the split CAC voted against it.
HB 399 residential compatibility mandate
New plan policies will require new residential developments in rural and suburban areas to fit their surroundings — buffers, setbacks, architecture, lighting and more. LDC changes will follow later.
Front setback variance for Middleburg accessory structure
A Middleburg resident said her complaints about an unpermitted auto repair operation and people living in RVs on Parsley Avenue have gone unanswered for nine months.
Verbena Parkway Mobility Fee Credit (Black Sound Development)
New development will now pay higher mobility fees phased in over four years to fund $549 million in roads, trails and transit hubs through 2045. State statute caps the increase at 50%, leaving a gap the county must cover with gas and sales taxes. Existing homeowners pay nothing unless they build an addition or ADU.
Proposed stormwater assessment (~$9.24 million/year)
A Fleming Island resident blasted the proposed stormwater fee as a $92 million over ten years with hidden costs, ahead of the August 25 stormwater meeting. Several commissioners defended the need to maintain and plan stormwater infrastructure.
Niagara Water Use and Aquifer Sustainability
With a generational drought underway, irrigation is limited to one day a week; officials urged residents to fix rain shut-off devices, and the district has capped nearly 300 abandoned wells saving 200 million gallons a day.
Renninger Apology to Veterans
Commissioner Renninger publicly apologized for comments made during the August 25 budget hearing that upset veterans.
Peters Creek Business Park Comp Plan Amendment
The comp plan amendment shifts business park and rural reserve boundaries to line up with the future Clay Dairy Parkway realignment, cutting about 13 acres of business park land. One commissioner objected to losing industrial acreage near Rosemary Hill Road, arguing residential shouldn't front a road lined with garbage truck traffic to the transfer station.
Veterans' stormwater and garbage fee exemptions
The board cut the 100% garbage-fee exemption for totally and permanently disabled veterans to 50%. Several speakers and two commissioners objected, calling it unfair to veterans on fixed incomes.
Flock camera removal and mass surveillance petition
Residents demanded clarity on who owns, operates, and has access to data from Flock cameras placed near parks, schools, and restrooms, with one speaker reading a petition to the Governor seeking removal of mass surveillance systems.
Haller Airpark encroachment concerns
A Fleming Island airpark resident warned that nearby large-scale residential development threatens the airpark's viability, asking commissioners to protect wetlands and prohibit homes under the flight path.
Inmate mental health services and state hospital backlogs
131 of 413 inmates are on psychotropic medications, 14 with severe mental illness, and six inmates have been waiting months for state DCF hospital beds. A new master's-level social worker position is doing 894 mental health rounds a month.
