13 issues in development
Governors Park expansion and signage standards
A large scale land use change would convert 1,265 acres from Agriculture and office-district to Planned Community, reshaping growth in District 5. It also amends the Governors Park DRI development order. This is one of the largest land decisions on the agenda.
VanTrust Light Industrial Business Park (PUD 26-0008)
IKO's $250 million roofing plant is about to open, Niagara is adding a seventh line, and the First Coast Expressway is now open through most of Clay County — fueling industrial recruitment.
Bayard Road heavy industrial rezonings
Five parcels near CR 209 South/CR 226 would become heavy industrial with city water and sewer and required road upgrades. Residents fear truck traffic on crumbling 209/226, well impacts, and lost rural character; the split CAC voted against it.
Haller Airpark encroachment concerns
A Fleming Island airpark resident warned that nearby large-scale residential development threatens the airpark's viability, asking commissioners to protect wetlands and prohibit homes under the flight path.
Homes coming behind Oak Stream Drive (Cross Creek COMP 26-0016)
Residents learned a parcel they thought would stay wooded is entitled for up to 186 homes — the swap being approved actually cuts that to 100 with bigger lots. Commissioners sympathized but explained the development rights have existed since 2020 and this vote only moves land-use lines.
Orange Park Mall Sears redevelopment
A 2-acre vacant parcel next to the hospice on Blanding Boulevard in Orange Park is headed toward commercial redevelopment, likely including a childcare facility. No new Blanding driveways are planned; a traffic study with FDOT is underway.
Historic Bellamy Road protection
Board members flagged that unregistered historic sites can be bulldozed before anyone knows they exist. They discussed public outreach to find sites, whether developers should be required to consult archaeologists, and how state cemetery registration stopped a Middleburg development from destroying burials.
Meritage Homes Long Bay Density Reduction Denied
Meritage sought to drop a 27.96-acre site from a potential 335 townhomes to 126 single-family homes with seven new conservation acres — but neighbors flooded the microphone with flooding, drainage and traffic fears, and the board unanimously said no. The land can still be developed under existing entitlements.
Rural character and growth pressure in Middleburg/Branan Field
Residents are pushing back on subdivision after subdivision replacing large-lot, rural Middleburg. The Meritage tie vote shows even commissioners are split on how to handle a county growing from 76,000 to 225,000 people.
Commercial growth on the US 17 corridor at CR 209
A 2.46-acre plaza next to the Mahama Bluff neighborhood was refined after neighbor feedback, but ordinance language problems delayed it to June 2. Neighbors want firm guarantees on buffers, walls and lighting.
Daily's Gas Station on Nightbox Road
An 8.37-acre BB-2 rezoning for a Daily's convenience store, gas pumps and car wash next to the Boxwood HOA drew buffer, lighting, drainage and traffic concerns. Rather than deny, the board continued the case to June 9 so a PUD can lock in protections.
Nuisance Property Lien Reduction in Middleburg
A vacant, blighted Middleburg property with nearly $600,000 in code liens got its liens cut to $4,800 so a custom homebuilder can buy it, clean it up and build a new home — putting it back on the tax roll.
Department relocation to new administration building
The building department and related county offices (planning, zoning, code enforcement, engineering, health) are moving to another building around April, and the board discussed whether future meetings can be held there given AV and recording limitations.
