Civic Issues
Topics getting the most attention in St. Cloud public meetings, ranked by how frequently they are discussed.
7 issues in zoning
Downtown alcohol ordinance and midnight closing rule
Council simplified event permitting downtown and required clear plastic cups, but held off on extending the district to seven days a week until staff compares other cities' entertainment districts.
Public Safety Complex land use and zoning
First readings advanced to designate 46.11 acres north of Nolte Road for a future Public Safety Complex — changing land use to Institutional and zoning to Professional. Final hearing July 16.
Narcoossee/Starline commercial annexation and rezoning
A 9.79-acre commercial proposal on Narcoossee Road stalled over quality concerns — residents and council want rear parking, two-story buildings, and bans on car washes, storage units and tire shops. It returns May 14 once the applicant gets property-owner buy-in.
Accessory Dwelling Unit ordinance amendment
The council gave first reading to updated ADU rules in the land development code — a step toward allowing more flexible housing options on single-family lots. It advanced 4-1 and gets its final hearing April 9.
Re-establishing the Agricultural Advisory Committee
With farmland being annexed into the city, Mayor Robertson proposed reviving the Agriculture Advisory Committee to advise on keeping farming viable under city code — sparked by the chicken ordinance debate. The council agreed, and staff will bring a structure back at the next meeting.
4-H Exemptions on Annexed Properties
Families annexed into the city risk losing 4-H animal programs because city code requires half-acre lots and 25-foot setbacks. The council wants an ordinance letting them continue as long as someone on the property stays enrolled in 4-H — protecting St. Cloud's agricultural heritage as growth continues.
Comprehensive Plan Readopted
The state rejected the city's Future Land Use Element over Senate Bill 180 restrictions, so staff stripped or softened affected policies and fixed two mapping errors to get the growth framework back on track.
