Civic Issues
Topics getting the most attention in St. Cloud public meetings, ranked by how frequently they are discussed.
8 issues in development
Downtown Development Site 1 funding
The Atlantic Housing deal converts 2.83 acres of city land into housing, commercial space, and a parking garage — with 250 spots reserved for the downtown public, way up from the current 75. Downtown visitors and event-goers get much easier parking.
Downtown Alleyway Improvement Project
The committee was to take up a recommendation letter on improving a downtown alleyway, following September's discussion of lighting, drainage, ADA compliance, and public-amenity upgrades. The letter, if approved, would go to the City Council for a final decision.
Walker Property trail and school-bus safety
The developer's subdivision plan dropped a 10-foot trail along Chisholm Park Trail required by the approved PUD, citing tree loss, utilities and a South Florida Water Management District permit problem. Council sees the trail as a key link in the regional Ocala-to-Okeechobee trail and gave staff a month to work out costs or alternatives.
Avancia PUD amendment and Anthem Park connectivity
The 101-acre Avancia development near Neptune Road got its amended plan approved, with fewer units and a guaranteed 130,000 sq ft of commercial. Anthem Park neighbors objected to the Betsy Ross Road connection over school-traffic safety and amenity wear, but staff confirmed the connection predates this amendment.
10th Street property conversion to public restrooms
The city is buying the 10th Street building and converting it to public restrooms for downtown events. The council refused the medical-office tenant's request for a 6- to 14-month extension, with the lease expiring October 31.
Madison Grove II affordable senior housing loan
The city approved a $460,000 repayable loan to help an affordable elderly apartment project compete for state housing tax credits — the mayor noted it generates about $30,169 a year in property taxes plus roughly $330,000 interest over 30 years.
Whaley Platt annexation (743.53 acres)
The city annexed a huge property that already has county approval for 2,818 homes. Mayor Robertson argued annexation keeps impact fees and tax revenue in St. Cloud instead of the county, since the city serves the area under a joint planning agreement either way.
Bur Oak Boulevard Commercial Annexation and PUD
Three linked ordinances would annex 5.26 acres on US-192 into the city and set it up as a commercial Planned Unit Development.
