FY 2026-2027 Municipal Budget & Millage Rates
The council was scheduled to take up a fifth amendment to the FY 2025-2026 budget, appropriating and allocating additional funds.
Infrastructure Advisory and Oversight Board Appointment
The council was scheduled to interview two applicants and appoint one at-large member to the board that oversees infrastructure spending — including the half-cent sales tax program.
Mandatory Septic-to-Sewer Conversion Costs
A nearly $400,000 engineering contract was on the agenda to move forward with converting homes in Zone A from septic tanks to city sewer — good for waterways and property values.
Emerald Lakes East Phase 1 Development Approval
The final hearing was scheduled on a development agreement with Excess Land Investment, LLC for the Emerald Lakes Regional Activity Center PUD — a large master-planned development in west Palm Bay.
'3 Forks Mixed Use' Regional Activity Center
A big proposed mixed-use development on 124.56 acres south of Malabar Road SW was set for a quasi-judicial public hearing on its final development plan, plus the first hearing on a related development agreement. If approved, it would shape traffic, services, and growth in southeast Palm Bay.
Lotis Palm Bay Mixed-Use Development Proposal
A 124-acre mixed-use development proposed for western Palm Bay would add roughly 664 homes, a 119-space RV park, and about 50,000 square feet of commercial space near Malabar Road and St. Johns Heritage Parkway. It would also bring the parkway extension, new roads, and trail connections to Fred Poppe Regional Park — a big change for the area's traffic and character.
Lagoon House Shoreline and Mangrove Restoration
The National Estuaries Program (One Lagoon) offers free grant writers for lagoon projects — a budget line item that's never been maxed out. The board wants the city's own grant writer to explain the process, since grants require a shelf-ready, engineer-stamped project.
AI Data Center Zoning and Regulations
City council members have directly asked the board to look at what code restrictions Palm Bay could adopt for AI data centers before one ever files a proposal. The board will make it a major January agenda item and seek expert speakers, because in Florida, if a proposal doesn't violate existing code, the city can't stop it.
Invasive Plant Education and Enforcement
Modeled on the Suntree Master HOA's success, the board wants to host a workshop teaching Palm Bay HOAs how Florida-friendly landscapes and littoral zones can clean stormwater ponds and cut maintenance costs. Staff will check venue availability.
Task Force Governance and Bylaws
The board will create standing committees — at least two members each, citizens welcome — so members can collaborate between meetings on stormwater, codes, landscaping, and education. Committees get defined in December, duties in January.
Susan Connolly memorial bench at Castaway Park
A board member proposed a memorial bench with plaque for the late Susan Connolly at Castaway Park, where she lived next door and walked her dog. A donor has offered to buy the plaque; the member will take the request to parks and facilities.
Parking credits to incentivize low-impact development
Borrowing an idea from another Brevard city, the board discussed letting developers reduce required parking spaces in exchange for green stormwater features like rain gardens — shrinking oversized commercial lots that create urban heat islands.
Meeting schedule changes
The November meeting moves to Monday, November 30 to avoid the day before Thanksgiving, and the December meeting is canceled outright since it fell the day before Christmas Eve. The board returns in January.
Empty seventh board seat
The board has never filled its seventh seat. A member suggested changing bylaws to let 50% count as quorum, but the chair reported city council already passed a rule making long-vacant seats at-large positions, and the city clerk is working with legal on applying it here.
Transportation impact fee balances and use
The city holds roughly $53 million in unaudited impact fee balances across four zip codes, but the money can only fund new capacity and generally must stay within its zone. Board members and a council member discussed how fees are collected and whether rates should be reevaluated.
Southern Palm Bay Parkland Expansion
The bridge and road connecting St. John's Heritage Parkway to Championship Circle is designed and out to bid, with award going to council November 5. The budget grew from about $4.5 million to nearly $6.4 million.
Long-Term Road Maintenance and Infrastructure Reserves
The board got a full rundown of how Palm Bay pays for roads: impact fees, stormwater utility fees, road maintenance funds, and grants. Major projects include the St. John's Heritage Parkway widening, Malabar Road widening ($110 million estimated construction), and multiple intersection upgrades.
Defective drainage pipe installation in Unit 45
A resident says a culvert pipe installed by Tim Rose Construction in July 2025 sits too low, was never compacted properly, and is now collapsing. The city plans a temporary fix and taxpayers may pay $5,000-$6,000 for repairs the contractor's maintenance bond should have covered.
City-county interlocal relations on roads
Council Member Johnson urged the board to help find better ways to work with Brevard County on shared roads, calling county behavior 'bullying.' The city is spending its own impact fees on county-owned Malabar Road and must four-lane Babcock to Willowbrook under an old interlocal agreement.
Annual Affordable Housing Report & State Submission
The board went through all 11 state-required affordable housing incentives, looking at ways to encourage building while questioning if fee waivers shift an unfair burden onto other taxpayers.
North Regional Wastewater Treatment Plant Digester Repair
The city is planning to spend $230,250 with Meeks Plumbing to fix a digester at the wastewater plant, keeping local sewer infrastructure operating smoothly.
Wastewater Inflow and Infiltration (I&I) and Stormwater Management
City staff highlighted improvements in stormwater maintenance, including the use of new vacuum trucks and camera equipment to clear and inspect underground drainage pipes.
Residential Property Maintenance and Unpermitted Repairs
Property owners appeared before the magistrate to request time extensions for resolving code violations like overgrown yards, debris, and unpermitted vehicle parking. The city aims to clean up neighborhoods while giving residents room to complete repairs or handle permit backlogs.
Historic Lien Reductions to Facilitate Real Estate Transactions
The magistrate reduced over $22,000 in accumulated code enforcement fines to $3,540 plus administrative costs for a foreclosing property owner dealing with family tragedies and job loss.
