4 issues in zoning with low priority
Zoning Permits for Small Sheds and Fences
Because of a state law change, small sheds (under 120 sq ft) and residential fences no longer need building permits — but Oviedo will require a zoning permit to check setbacks. Staff say the process will actually be simpler for homeowners.
Council access to department heads
A debate over whether the charter should guarantee council members direct access to department directors, as City Manager Bryan Cobb currently allows. The committee ultimately decided to leave the charter language flexible and unchanged.
Charter review frequency
The charter requires a review committee every five years; members called that redundant given the charter's good shape and floated stretching it to eight years.
Size of the city council
A.J. Range asked whether the council should grow from five to seven seats given growth and diversity. The charter sets the number at five, and this committee is the place to change it — worth watching as discussions continue.
