Rejected Investigation Into City Manager
Key West commissioners voted 5-2 to scrap a $75,000 independent probe into City Manager Brian Barroso’s conduct. Some commissioners said the price and rationale didn’t add up, so the accountability question at the top of city hall goes unanswered—for now.
Public Works Appointment
Monroe County has named Anderson as its public works division director, putting him in charge of roads, infrastructure, and maintenance. That means he’ll have a hand in shaping which local projects move forward and how county infrastructure needs get handled.
Swearing-in Ceremony
Key West’s new District 4 commissioner is being sworn in Nov. 9 at City Hall. It’s a ceremonial step, but it shifts the balance on the dais, so neighborhood decisions could change.
REEF sculpture setback variances in Key Largo
REEF plans an iconic 15-foot sculpture with a seating area at the gateway to the Florida Keys on Overseas Highway, replacing a long-standing billboard, after winning front setback variances.
Species assessment guides and Habitat Conservation Plan update
The Habitat Conservation Plan and Incidental Take Permit for Big Pine and No Name Keys expire June 30, 2026. The board was to accept a US Fish and Wildlife Service letter transitioning reviews of three protected species into the county's permit referral process under the 2010 Biological Opinion starting July 1, 2026.
Cudjoe Key home setback variance
Michele Putko filed a motion asking the commission to reconsider its earlier approval of a 22-foot front setback variance for a detached dwelling in Cutthroat Harbor Estates. The outcome could reopen a neighbor dispute over development near her property.
Key deer habitat protections codified for Big Pine and No Name Keys
The 20-year-old habitat plan for key deer, indigo snakes and marsh rabbits expires June 30, and federal law requires moving reviews to the county's permit referral process on July 1. Conservation advocates urged a one-year extension, citing lost monitoring and enforceability questions.
Alcohol sales at the new Tavernier Publix
The new Publix under construction at mile marker 92.5 can sell beer and wine in the grocery store and beer, wine and liquor at a package store, once the store gets its certificate of occupancy.
Alcohol permit at Key Largo marina
Publix wants permits to sell beer and wine in its grocery store and full package liquor sales in an attached store at Mile Marker 92.5 in Tavernier. This would change what's available to shoppers at that location.
Emergency Management Tour
Monroe County's mayor and emergency leaders toured Flamingo, a remote Everglades spot that's tough to reach but important when disasters hit. The point is simple: get officials' eyes on the ground so response plans aren't just theory.
City Attorney Selection
Key West’s search for a new city attorney is just getting organized: the committee picked its leaders, but only one person has applied so far. That means the hire could drag on, leaving City Hall without a permanent top lawyer for a while.
New fire SCBA equipment purchase
The Fire District board bought ~$994,000 in new Draeger self-contained breathing apparatus because 2024 state legislation made the old Scott packs non-compliant and they were already at end of life. The new packs last 10-14 years and can be serviced in-house.
Affordable housing ROGO allocations
Between July 13, 2026 and July 2027 the county cannot accept or revise ROGO applications while it rewrites its code for the state-mandated 657 new allocations. Building permits can still be processed and held.
US-1 traffic study and LOS methodology
Staff went project-by-project through all 47 priorities for easing U.S. 1 congestion, from a Keyswide bike-ped master plan grant expected in June to a pedestrian bridge from Stock Island to Key West being re-examined by FDOT. Two transit projects were shelved and the countywide traffic-flow analysis is getting cost estimates before the county commits money.
City Commission Election
Sarah Compton, a Key West business owner and Planning Board member, is running for City Commission District IV and campaigning as if she’s the underdog. If you live in that district, this race matters because the winner will help decide local zoning and development fights.
Fire Station Construction
Monroe County is tearing down and rebuilding Fire Station #10 on Sugarloaf Key as a bigger two-story facility. The payoff is better fire response for the Keys, but nearby residents and drivers should expect some construction disruption while work is underway.
Elections Investigation
Monroe County’s elections chief is looking into reports that armed, masked federal agents stopped people at a Key Largo polling/government site during early voting. The concern is voter intimidation—and whether it chilled access to the ballot. If true, it’s a big deal for trust in local elections.
Harry Harris Park paid parking
The county is close to finalizing an agreement for a parking management app and enforcement, starting with paid parking at Harry Harris Park — $5 for two hours, $2 an hour after — with exemptions for residents, military, and disabled permit holders. Expansion to other parks could follow if the pilot works.
NGM Insurance settlement — Cudjoe Key transfer station fire
The county settled its lawsuit over the fire that destroyed the Cudjoe Key transfer station for $1.8 million, recovering its replacement contractor costs and legal fees, though it gave up a hard-to-prove liquidated damages claim.
Big Pine Key government community campus
The county wants to build a consolidated government center on Big Pine Key — community center, tax collector, building department, and the District 2 commissioner's office — replacing leased space that costs $100,000-$150,000 a year. The plan hinges on buying about an acre of surplus state Forestry Division land next to the hurricane-damaged county site.
Florida Amendment 3 property tax impact
The property appraiser's analysis found Amendment 3 likely won't shrink Monroe County's overall taxable value — non-homestead properties offset homestead savings — but the fire/ambulance district in the lower and middle Keys would lose revenue. Even so, the county's ~$12.5 million in annual cost growth outpaces the projected new revenue, and a state-mandated 10% budget-cut exercise is coming.
Town Hall Meeting
Key West’s mayor is hosting a town hall Oct. 28 at City Hall to hear residents out on affordable housing—one of the Keys’ biggest pain points. If you care about rents, workforce housing, or what the city should do next, this is your chance to speak up.
Key West Library closure accommodation
The Key West Library closes for about four weeks starting September 21 for a new roof. The county plans a pop-up library at the Harvey Government Center, plus holds pickup and story times elsewhere including Stock Island.
Land Authority FY2027 budget
The county adopted its tentative $690.2 million budget and rates that will determine what you pay on your fall tax bill. Countywide rate stays flat; fire and road patrol rates rise to cover union raises. Final approval comes September 14 in Key West.
Building permit fee restructuring
A long-overdue cost study produced a new fee schedule with some appeal fees more than tripling — a ROGO appeal would jump from $820 to $2,853, and a DOAH administrative hearing appeal to nearly $8,700. Critics say it prices ordinary residents out of their right to appeal; commissioners countered that applicants, not all taxpayers, should cover those costs.
Domestic Abuse Shelter outreach funding loss
The shelter's new CEO warned that outreach advocate positions in Key West and now Key Largo are being lost after funding cuts and the sunset of the Health Services Advisory Board. Commissioners promised to look at contract-based funding and an upcoming January request for funding.
Flooding on Hakluyt Lane, Cudjoe Key
Neighbors testified the street floods with every king tide and heavy rain, stranding cars, and worried a raised house and fill will make it worse. A commissioner said the road is on the county's resiliency project list but funded by grants.
Trauma Star air ambulance costs and rate study
The county's air ambulance program is spending far more than it takes in — roughly $3.8 million in the hole this year, with $4.5 million in helicopter debt through 2038. Rates haven't changed since 2016 and flight volumes have dropped about 50 percent. Commissioners want a professional rate study to figure out what the service should cost and why usage is falling.
State and federal fiscal uncertainty
A proposed constitutional amendment headed to the November 2026 ballot would raise the homestead exemption to $250,000 and cut the non-homestead assessment cap from 10% to 5%, potentially costing the county an estimated $27 million a year by 2029. Commissioners directed staff to prepare factual educational materials, public outreach meetings, and a mandated-versus-discretionary budget analysis, and weighed options from fee hikes to a fire/EMS sales surtax.
New Code Compliance Director
Michael Hauserman, a Florida native with nearly 30 years of code enforcement experience, takes over the department when longtime director Cynthia McPherson retires October 30. He plans to emphasize voluntary compliance and education.
Lower Keys transit expansion
Key West may cut back its Stock Island bus route, leaving one stop near US 1 and Third Street. County staff say TDC bed-tax dollars can't legally fund general transit; the board agreed to monitor rather than commit the $300,000 Key West requested.
Summer camp fees and school-break camps
Summer camp broke even this year after cost-trimming. Staff recommends a $25 weekly fee increase, a teen volunteer program, expanding at Bernstein and Big Pine, and pausing spring/winter camps for now.
Possible e-bike ordinance
The county attorney's office found state law gives a narrow lane for local e-bike rules. Commissioners want to make fixing the vetoed state bill a legislative priority, citing safety concerns about helmetless teen riders.
ROGO exemption transfer appeal
An appeal over county compliance review comments on a market-rate ROGO exemption transfer in Cudjoe Key was on the docket but flagged to be rescheduled.
Employee housing on infill lot in Stock Island
Florida Keys Electric wants to add an affordable apartment to a skinny 50-foot-wide commercial lot — the kind of small-scale workforce housing the Keys need, but it required four variances to fit.
Affordable workforce housing curb-cut variance
A developer wants a variance to place a driveway 221 feet from Dove Road for a project with 79 affordable workforce apartments in Key Largo. The hearing was pushed to August 26.
Conservation easement enforcement at Ocean Reef
The county enforced a 25-year-old conservation easement after finding tropical hardwood hammock cleared, sodded, graveled and landscaped. The commission sided with the county, but a commissioner pushed for a code compliance case with daily fines as a faster fix.
Stock Island mixed-use variances
Commissioners want to make it easier for small businesses on Stock Island to rebuild by relaxing parking, setback, open-space and building-size rules through a new overlay district. It would also screen outdoor storage and possibly ban new outdoor vehicle lots — tackling the derelict vehicle problem from the land-use side. Still has to go through community meetings, the planning commission and two board meetings.
Ocean Reef building permit appeal
Ocean Reef Club property owners appealed the county planning department's review determinations on their building permit — a test of how department permit review decisions are applied at the upscale Ocean Reef community.
Residential solid waste rate increase
Residential solid waste rates go up $27.13 to $604.24 a year — a 4.7% CPI increase — and commercial franchise rates were also finalized. Commissioners noted residents ranked trash service as the county's best-performing service.
Canal restoration on Big Pine and Geiger Key
The county attorney found no absolute legal barriers to opening plugged canals — only the county's own comp plan — but warned it would take serious science and permitting. Separately, bulk items added Geiger Key canals to restoration design work under an FDEP grant.
Keys infrastructure capacity study request
Twenty-one organizations from across the community asked the county to commission an independent 20-year study of water, wastewater, power and US 1 traffic capacity. All commissioners supported scoping it, with several favoring a 10-year window tied to the known 900 remaining ROGO units.
Airport terminal expansion funding
The board was scheduled to ratify a $3.6 million FAA grant and an $8 million state grant for the Key West International Airport terminal expansion, with the county's share matched from airport revenue bonds.
Habitat for Humanity permit fee waiver
Habitat asked the county to waive about $53,656.60 in building permit fees for four affordable homes on Big Pine Key. Waiving the fees keeps the homes cheaper to build but shifts that cost away from the county's permitting revenue.
Key Haven tier map change postponed
A proposal to change 46 Cypress Avenue in Key Haven from Tier I to Tier III never got a hearing — the applicant asked for more time and the item was pulled from the agenda.
Beer and wine sales at Keys Latin House restaurant
A popular Cuban restaurant at Mile Marker 106 can now sell beer and wine by the drink and in sealed to-go containers. The permit runs with the land and only applies in approved restaurant areas.
Key Largo future land use change for eleven parcels
About 3.6 acres of Key Largo parcels get a consistent Mixed Use/Commercial future land use designation, with matching zoning across 7.2 acres. The change actually trims allowed market-rate housing density while slightly boosting commercial potential.
Residential height limit raised to 42 feet
After more than a year of work, the cap on home height goes from 35 to 42 feet, with new definitions of grade and height. Supporters say it simplifies rules and adds flexibility; opponents fear bigger rental mansions straining infrastructure.
Keys Energy power lines on conservation land
A 4-0 supermajority vote let Keys Energy run utility poles across five conservation parcels behind South Roosevelt Boulevard to give the Key West airport backup power — a tiny footprint, staff said.
Geiger Key rezoning near Naval Air Station zones
A property at 8 Parrot Lane is being rezoned from Sparsely Settled to Suburban Residential. The Navy worries about noise and aircraft accident zones, but the commission noted no new housing units can actually be added under the existing future land use map.
