Opposed the public parking warrant, arguing the project's size depends on an unapproved street vacation, that covenant amendments require commission approval, and suggesting the city instead build true public parking along the park's south edge; called the arrangement contract zoning and urged denial.

Strongly supported the project after three years of negotiation, calling it a good project and saying the 76 public parking spaces are a game changer for the parking-starved Upper East Side business district.
