Civic Issues
Topics getting the most attention in Martin County public meetings, ranked by how frequently they are discussed.
5 issues in taxes budget
Voluntary early separation incentive program
County employees with 5+ years of service can get up to 16 weeks' pay plus 20 weeks of health insurance to voluntarily leave, as the county restructures ahead of expected funding changes (including Amendment 3).
FY 2026/2027 tentative budget and millage rates
The county finalized its budget with no overall millage increase, though Commissioner Vargas voted no on most funds, warning of Amendment 3's fiscal hit. Hetherington zeroed out the District 2 MSTU.
Yard trash processing and solid waste management
A new ordinance puts all homes that get curbside trash pickup — including multifamily — on the non-ad valorem assessment roll instead of private billing, which the county says cuts bad debt and streamlines billing.
November property-tax constitutional amendment
The 'Save Our Homes from Excessive Property Taxes' amendment would raise the homestead exemption to $150,000 then $250,000 and cut the non-homestead assessment cap from 10% to 5%. Nobody can yet say what it saves individual taxpayers, and Fire Rescue alone could lose $9.5 million the first year. Commissioners want detailed impact presentations before September.
CRA grant clawback policy
A Port Salerno business took a CRA improvement grant and promptly listed the property for sale. Commissioners agreed staff should develop repayment rules — possibly on a sliding scale over five years.
