8 issues in zoning with high priority
Bronco Road church land use dispute
A small congregation bought 1.53 rural acres, then learned it needed a land-use change to build. Neighbors and commissioners said the permanent institutional designation doesn't fit a rural residential road — the recommendation of denial goes to the BCC October 27.
HB 399 residential compatibility mandate
New plan policies will require new residential developments in rural and suburban areas to fit their surroundings — buffers, setbacks, architecture, lighting and more. LDC changes will follow later.
Peters Creek Business Park Comp Plan Amendment
The comp plan amendment shifts business park and rural reserve boundaries to line up with the future Clay Dairy Parkway realignment, cutting about 13 acres of business park land. One commissioner objected to losing industrial acreage near Rosemary Hill Road, arguing residential shouldn't front a road lined with garbage truck traffic to the transfer station.
One-Year Data Center Moratorium
Condon wants Clay County to consider a one-year moratorium on data centers like Nassau County's, citing aquifer recharge concerns and a silent land development code. Renninger noted Palm Coast sees economic upside.
Middleburg industrial rezoning (tree debris facility)
Gaston Tree Debris has operated on CR 218 for 20+ years but the county code has no definition for what it does. Commissioners crafted a compromise: Light Industrial uses plus the debris facility as a conditional use.
Development pressure on Black Creek conservation land
A 46-acre tract of Primary Conservation Network along Black Creek could become a master-planned community. Residents flooded the meeting citing flooding, erosion and loss of wildlife habitat, and promised to keep fighting at the July 7 hearing.
COMP 25-0015 Lake Asbury Interchange Village Center amendment
The zoning cap on commercial/retail in the Lake Asbury IVC rose from 40% to 65%, matching last year's comp plan change. Residents want more local retail but flagged concerns about industrial uses and the mandated residential minimum.
Zero-lot-line townhomes allowed countywide
The code change lets builders put fee-simple row-house/townhome products on RD-zoned land anywhere in the county, not just in special districts or 5-acre PDs. It also sunsets the RC district for future rezonings.
