5 issues in water utilities with high priority
Septic overflow and mandatory sewer connection at 706 E. Tarpon Avenue
A failed septic system at the Don Tacos plaza sent wastewater into the street toward a city pond on Walton Avenue. The owner refuses to pay the $80,000–$120,000 connection cost and plans to evict the restaurant instead; the board fined him $25/day starting September 1 until he connects.
Enterprise fund rate increases
Rates are going up another 7–7.5%, already baked into the draft budget, driven by big capital projects after years of underfunded reserves. A committee member questioned whether water/sewer fund money is also covering non-utility city expenses.
Water supply sustainability and rising production costs
The city is pumping more water than its well field can sustainably produce, and the RO plant is running a third beyond its design because most freshwater wells are offline. New brackish wells and PFAS treatment are in design, and officials say county water imports could be a costly stopgap.
Beckett Bridge utilities project grant
The county's grant application decides whether the city pays about $1 million or over $5 million for utility work on the Beckett Bridge project. An answer is expected around August 15, and the city may need another loan if the grant falls through.
Water Meter Replacement Program
About 5,800 residential meters are 15+ years old and under-reporting usage, costing the city revenue. A three-year, $2.4 million replacement program was ready to launch but got pushed to the next meeting over a paperwork error.
