10 issues in environment
Tree ordinance mitigation interpretation
A Ponte Vedra resident argues mature protected trees shouldn't earn preservation credit when developers mitigate removals — he says it amounts to double counting. Staff says the issue has come up only two or three times in six years and the current rule encourages preservation.
Summer Haven dune restoration and managed retreat
The county faces over $100 million in unfunded coastal needs — from South Ponte Vedra's $35-50 million Army Corps project to Porpoise Point and Summerhaven. A proposed trolley system to open beach access could cut tens of millions from the federal cost share.
Guana Water Quality Response
Audubon Florida reported low oxygen, algal blooms, and bacteria in the Guana River system, with three — soon four — impaired waters.
UF/IFAS Extension and Master Gardener program
Master Gardener volunteers feared the program was at risk amid contract negotiations with UF and Amendment 3 revenue fears. Commissioner Arnold reassured them the county isn't cutting the program and said UF is holding up the contract.
Voter-approved land conservation funding
The program has roughly $5.5 million available, including $1.5 million usable only for forested sites. Negotiations on the approved list are mixed: some properties are progressing through state programs, others stalled over appraised value or lack of owner response.
Jack Wright Island conservation properties
The county may buy 8.35 acres of high-quality forested wetlands next to its existing 262-acre Jack Wright Island Conservation Area, expanding a protected corridor along the St. Johns River. The catch: the asking price is far above appraised value, and the county only pays appraised value.
Resiliency scoring for land acquisition
Board member Anila Lahiri proposed adding resiliency criteria — flood protection, urban heat reduction, marsh migration connectivity — to the LAMP scoring matrix. The board tabled the idea to December, likely for a 2027 scoring cycle so this year's rankings stand.
Conservation easement consideration for 1365 SR 206
A 21-acre privately owned property next to Matanzas State Forest could get a county-held conservation easement, protecting its pine flatwoods and salt marsh while the owner keeps the land. It would stay private — no public access — with timbering and hunting allowed.
Waste Management disposal contract decision ahead
The county's disposal contract with Waste Management — 20 years running — ends July 2029. Staff will bring a rebid-or-extend strategy to leadership within six to nine months.
Unfunded coastal protection projects
The South Ponte Vedra Army Corps beach project needs $35–50 million for construction with no funding identified, and Fortress Point stabilization is a $20 million unfunded need. Officials are weighing MSTU taxes on oceanfront property, state appropriations, and beach access improvements to shift federal cost share.
