5 issues with low priority
Youth fishing and veterans recreation fee waivers
The council waived fees by consensus for two community traditions: the Dirty Fingernail Club plant swap at Chisholm Park and Wreaths Across America at Mount Peace Cemetery (up to about $1,500 in event costs), so veterans' graves get full wreath coverage.
Solid waste billing moved to tax roll
The council agreed to speed up moving solid waste charges onto the property tax roll, which Toho Water needs to know before finishing its own billing-system overhaul; staff expects adoption by February.
Council travel and vehicle allowances
New policy gives council members $3,000-$4,000 a year for official travel plus a $500 monthly car allowance or a pooled city vehicle — replacing messy mileage reimbursements the city manager called unfair and inefficient.
Homeschool co-op and Ordinance 2026-26
A parent-led homeschool co-op was told the new park commercial-use ordinance blocks their park meetups. The city attorney clarified the ordinance requires a permit or written agreement rather than an outright ban, and staff will work with the group on an arrangement.
Return to 'Soldier City' branding
The city is retiring the 'Your Center Place' tagline and switching to 'Soldier City' on July 4. The change phases in gradually as shirts, cards, and signs wear out, so taxpayers aren't stuck with a big replacement bill — but the water tower still needs attention.
