Chisholm Park Phase I improvements
The ramp closes at sunset, locking out duck hunters, anglers and diners at Crabby Bill's. The Mayor wants hours extended to about 10 p.m.; staff will study options and compare other cities' policies, with security concerns in the back of the park noted.
Veterans Park expansion via 1310-1322 New York Avenue purchase
The seller's realtor told city staff the property was no longer under contract — but the city disagrees and the due diligence window runs to October 20. Council wants real contractor repair estimates and access to the building before deciding whether to buy at $700,000.
Youth fishing and veterans recreation fee waivers
The council waived fees by consensus for two community traditions: the Dirty Fingernail Club plant swap at Chisholm Park and Wreaths Across America at Mount Peace Cemetery (up to about $1,500 in event costs), so veterans' graves get full wreath coverage.
Hopkins Park Community Center construction
The $12-14 million Hopkins Park renovation could shut down the community's free summer camp, leaving roughly 17-20 neighborhood kids without a camp they attend at no cost. Council discussed transportation, the Civic Center as a temporary site, and income-based subsidies, with more fact-finding before next week's workshop.
Commercial use of parks now requires a permit
What looked like a homeschool group asking for park pavilions turned out to be a for-profit CKC-curriculum school charging $545–$610 per month per student. Staff estimates a standard 75/25 revenue split would cost it about $44,000 a year; the group offered about $7,000. Council wants more information before deciding.
Homeschool co-op and Ordinance 2026-26
A parent-led homeschool co-op was told the new park commercial-use ordinance blocks their park meetups. The city attorney clarified the ordinance requires a permit or written agreement rather than an outright ban, and staff will work with the group on an arrangement.
Chisholm Park pavilion rentals and takeovers
Police report groups taking over pavilions, trashing them, and overwhelming park staff — one permitted event for 150 drew about 350. Starting now: doubled deposits on all pavilion rentals citywide and a 3-month trial requiring reservations for groups of 10+ on weekends and holidays at Chisholm Park, with a report back in 90 days.
