The Fire Saloon owner opposed only the 11:59 p.m. closing rule, arguing it is bad policy for downtown's economy and asking whether any study supports it.

Called the midnight closing 'a sledgehammer' needing a scalpel and asked for a stakeholder round table; also cited inconsistent code enforcement against his business.

Argued the closing rule makes no sense for a licensed full-service restaurant with a shared kitchen, said a third to half of revenue comes after 10:30 p.m., and defended Breeze's compliance.
