Civic Issues
Topics getting the most attention in Seminole County public meetings, ranked by how frequently they are discussed.
14 issues in public safety with medium priority
Property maintenance and nuisance violations
Several cases involve classic neighborhood blight issues: trash piles, overgrown weeds, broken fences, bad roofs, and stalled vehicles. They affect property values and quality of life on the affected streets.
Homelessness services funding package
Three separate contracts — Homeless Services Network ($72,614), The Sharing Center street outreach ($63,000), and Aspire Health transportation ($25,000) — would keep county-funded homeless and mental-health services running for another year.
Medical Examiner interlocal cost-share amendment
A first amendment to the interlocal agreement dividing medical examiner service costs between Medical Examiner Districts 5 and 24.
Adult Treatment Court grant application
The county sought up to $1 million in federal money for treatment court services, drug testing, and a full-time mental health court case manager. If awarded, it expands court-based treatment rather than jail for eligible defendants.
STOP School Violence grant
The Sheriff's Office sought approval to apply for a federal STOP School Violence Program grant to fund school safety measures.
Dengue response and used tire breeding
Commissioners flagged used tires as an overlooked mosquito breeding hotspot and asked that cleanup messaging be added to public outreach.
Flock license plate reader controversy
Commenters pressed the board on whether the suspended Flock camera network could return, noting a $250,000 budget reduction is only a suspension, not a termination, and raised surveillance concerns.
Emergency Shelter Partnership with Harvest Time
The county signed an MOU to use Harvest Time International's facility as a donation and shelter site during emergencies — directly relevant after recent hurricanes.
Code Enforcement Turnaround
One year after the county took code enforcement in-house, the new team resolved 1,626 cases, got 33 dangerous buildings demolished at owners' expense, collected $187,000 in fines, and plans state accreditation by December.
Special Event Liability Insurance Inconsistency
Zembower flagged that a 4th of July parade group got a county permit without liability insurance after being told it couldn't be waived — a liability exposure for taxpayers. Staff is drafting a uniform policy.
Countywide EMS certifications and franchises
All the ambulance and hospital transport providers serving Seminole County — including AdventHealth, Orlando Health, Nemours, AMR and others — got their operating certificates and franchise agreements renewed effective July 1.
Fire Station 42 rebuild in Geneva
Fire officials want to shift Station 42 in Geneva from a renovation to a $9.6 million new build, since the old station can't be expanded. It's the hub for rural operations and flood response. Commissioners also want Volusia County, which the station serves, to help pay.
Radio replacement project ($33.9 million)
The county's portable and mobile radios — used by deputies, fire trucks, and county vehicles — are at end of life and must be replaced by fiscal 2030. A $33.9 million phased plan is in the works, with staff seeking federal and state funding.
New 2026 state animal cruelty laws
Humane World for Animals wants Seminole County to ban elective declawing — 23 of 29 local vet offices surveyed already refuse it. The board agreed to take it up in June.
