8 issues in zoning
401 Placid Lake Drive subdivision (Ordinance 4865)
A developer is planning 113 single-family homes next to the existing Placid Lakes neighborhood, which currently has about 190 homes sharing one entrance. Residents worry about traffic on the single access road and flooding; the developer says engineered ponds will hold the new development's stormwater on site. Conditions added include traffic calming, an HOA park, and an emergency access route both neighborhoods can use.
Concrete plant at 3848 Moore's Station Road
A 4.93-acre parcel next to the airport is being annexed into Sanford and rezoned industrial for a mobile concrete production facility. It fits the airport's industrial vision and adds to the tax base.
Comprehensive plan cross-connectivity ambiguity
Commissioners flagged possible comp plan/LDC changes — like limiting 24-hour gas stations — and asked how the city tracks new state laws such as SB 180 that affect local planning. The city attorney already sends regular legislative updates; the recap will be re-circulated to the two absent commissioners.
Alley vacation request in Georgetown
A Pine Avenue homeowner asked the commission to reconsider a denied partial vacation of an unused alleyway between Third and Fourth Avenues, citing safety, trespassing and dumping concerns. She was directed to work with staff on next steps.
Growth management and state preemption
Commissioners repeatedly lamented that state law (SB 180) blocks moratoria on data centers, apartments, and dollar stores until October 2027, and reminded residents the comp plan limits what they can refuse.
Data center moratorium study
Austin wants Sanford to be proactive about data centers before one shows up, getting commission consensus to explore what's legally possible despite state preemption worries.
Seminole County ISBA versus joint planning agreement
The county wants Sanford to join an interlocal service boundary agreement covering fire, EMS, water, roads, parks and more — beyond the current planning-only JPA. Sanford's smaller staff worries about capacity, costs, and taking on county responsibilities, while the county says it's about fixing confusing service gaps residents actually call about.
Zoning in progress for Schedule E
The commission formally started the zoning-in-progress process for Schedule E of the land development regulations, freezing certain approvals while the city rewrites those rules.
