11 issues with high priority
Comprehensive plan update
Staff will bring the comp plan rewrite to the board one element a month so members aren't cramming the whole thing at once; the future land use element is last, in summer or fall. A commissioner also flagged concerns about water-permit 'black market' transfers under the Central Florida Water Initiative cap.
Martha Ruth Event Venue Conditional Use
A 4,000-square-foot enclosed wedding and events venue was approved on 2.17 acres in a rural residential area. Neighbors worried about bass music until 10 p.m. daily, flooding from Hurricane Milton, and area traffic; the county says outdoor amplified sound is banned and noise rules are enforceable through code enforcement.
Firefighter union contract 2026-2029
A three-year collective bargaining agreement with Polk County Professional Firefighters Local 3531, covering rank-and-file and battalion chiefs, was on the consent agenda.
Northeast Landfill convenience center closure
The county is shutting the low-cost northeast dump-site pilot on January 1, 2027 after it lost about $30,000 a month and illegal dumping actually rose in the region. Staff promised a media campaign and will pursue curbside alternatives and tougher enforcement.
Joint Sheriff's Office/County warehouse and administration building
Polk County is spending nearly $30 million to build a 120,000-square-foot warehouse and facilities management building shared with the Sheriff's Office, replacing outdated storage sites. Public comment questioned why animal control improvements weren't part of the spending.
FY27–FY31 Community Investment Program
A $15.2 million transfer from reserves into the Utilities Community Investment Program was on the consent agenda — money earmarked for water and sewer projects across the county.
Animal Control conditions, veterinary care and spay-neuter support
Advocates again pressed the board on shelter euthanasia rates (a 63% live outcome versus 95% in Hillsborough), poor kennel conditions, and the need for spay/neuter funding and an animal control ordinance. Commissioner Troutman confirmed she is exploring funding for a spay/neuter program.
Residential setback and height variances
A builder wants to exceed the county's 1,000-square-foot cap on accessory buildings at a home near Indian Creek Park Drive in Lakeland. Neighbors generally only care if the bigger structure affects them — nobody spoke for or against.
Innovation Environmental Park expansion
Residents fear odors, dust, truck traffic, and groundwater harm from a recycling facility next to a permitted landfill. The land use change was transmitted to the state 4-1 and returns December 15 for a final vote with conditional-use details.
Commissioner salaries
Commissioner pay goes up 2.7%, the lesser of the employee raise average or inflation, per the Charter formula.
Kathleen Road widening
Engineering design for widening Kathleen Road is moving forward, largely federally funded. A commissioner asked whether the state could take over maintenance afterward.
