Argued the old biological opinion is outdated and take is inadequately defined, noting no key deer census since 2019; urged a one-year extension.

Representing Last Stand, she cited lack of environmental analysis, lost monitoring, enforceability gaps (19 conditions not in the LDC) and unassessed property-owner liability, and asked for a one-year extension.
