4 issues in taxes budget with critical priority
FY 2026-27 millage rate and budget shortfall
The city is deep in the red: even the 4.5869 mills needed to balance the budget comes with 29 job cuts, no events, no capital projects, and $2.8 million in annual debt payments on an $18 million hurricane-recovery debt through 2034. The commission set a 4.65 ceiling only — the real decision lands in September, and Amendment 3 on the November ballot could slash homestead tax revenue further.
FY 2027 tentative budget of $54.4 million
The city's proposed budget is down 19%, with all events cut, about 28 positions eliminated (mostly vacancies), and zero capital for vehicle replacement. Commissioners are wrestling with what services residents will lose — or whether to raise the millage or add non-ad valorem assessments.
Consolidation of Services with Bay County
The commission voted 5-0 earlier to explore consolidation, but conflicting 'hard lines' have stalled it — the county won't quote prices until the commission is united. Residents pushed the commission to keep everything on the table and questioned how consolidation squares with the city charter.
Amendment Three's threat to city revenue
If the property tax overhaul passes in November, Lynn Haven faces an estimated $1.6 million hit in FY 2028 — the first of several years of cuts. Commissioners noted it could make a safety non-ad valorem assessment the only tool left, and a state judge's wording challenge adds uncertainty.
