Called the plan a wonderful opportunity but urged the city to think bigger — recruit a hospital campus, industrial or office campus, or university to the 160 acres.

Property owner of about 40 units in the district said owners and tenants got zero outreach, and that flooding, parking and unfair third-party enforcement are the real problems.

His family owns 50,000 square feet in the district and says they were never contacted; he described the area's wholesale car business culture and the new sewer connections owners must pay for themselves.
