Beach dunes, parking, crossings and flooding

Said newly built dunes exceed the knee wall height and take up about 40% of the narrow beach in North Central Beach; also pressed for an A1A truck ordinance, beach residential parking permits, mid-block crossings instead of million-dollar traffic lights, and action on flooded street-end dips.
