3 issues in water utilities
GRU surcharge elimination and rate increases
GRU bond documents show the utility expects to raise water and wastewater rates — potentially 7% or more — starting January 2027 to make up roughly $7 million a year lost by eliminating the outside-city surcharge. City commissioners want the GRU Authority to explore every alternative before shifting those costs to city ratepayers.
Wellfield protection and hazardous materials storage
A machine shop near the Murphree Wellfield's tertiary protection zone stores about 140 gallons of hazardous materials, above the 25-gallon threshold that triggers a special permit. The board approved the permit after environmental reviewers concluded containment measures — flammable cabinets, spill pallets, no floor drains — protect the drinking water supply.
Stormwater and flood resiliency planning
Commissioner Eastman asked about a long-term green infrastructure plan — buying land ahead of development for regional stormwater, as flooding worsens. Staff noted work on regional basins and College Park, and members cited Depot Park, the streetscape projects, and Innovation Square as past models of multi-use stormwater investment.
