Fence height rules and infill drainage

A local developer said the fence fix is a good step but too small — FEMA-driven fill rules are leaving older homes looking up at new construction, creating runoff and step-down problems he fears will become development-prohibitive. He pushed for retaining walls and more on-site water retention.
