Tri-County MPO Merger and Dunedin's Representation
Summary
Hillsborough, Pinellas, and Pasco may merge their three MPOs into one 25-member regional transportation board. Under the draft plan, Dunedin loses its guaranteed voting seat and could only hold a rotating small-city seat — a big deal for who speaks up for Dunedin's roads, trails, and transit priorities.

Impact analysis
Transportation funding formulas stay population-based, but the big competitive grants would be pursued with one unified regional voice.
The region gains unified clout for big projects like the $1.6 billion Tampa Airport interchange, and Dunedin would keep a direct seat on the countywide land-use board.
Dunedin could lose its guaranteed MPO voting seat, and small Pinellas cities worry about being lumped into one rotating seat.

CITY COMMISSION (Regular) - Apr 16, 2026
Pinellas, Hillsborough and Pasco may merge their transportation planning boards into a 25-member regional MPO — the largest in Florida. Under the current proposal Pinellas gets 8 seats and Dunedin would share one seat with the county's other small cities, which the mayor and several commissioners say underrepresents north county roads like Curlew, Alt-19 and SR 580.
