The longtime Sierra Club supporter who originally championed the program said the payback period has ballooned from the promised 5-7 years to 17-24 years because the capacity factor runs under 27% instead of the assumed 28%. He supports the program's mission but wants Duke pressed on restoring the capacity factor.
