11 issues in roads
Traffic and drainage in the SR 524/Friday Road corridor
Residents questioned whether the corridor's short turn lanes, gravel trucks, and existing flooding can handle new development. Staff noted Friday Road currently operates at Level of Service A and that drainage is regulated through FDOT and St. Johns River Water Management District permits.
Pedestrian safety and street light outages
A resident who walks several miles daily reported sand-covered sidewalks on Indian River Drive, dark streetlights on US 1 and Dixon Boulevard, and asked for an added light near a lift station. Staff noted FPL repairs can take three to six months.
Cocoa Village parking and infrastructure concerns
A new ~80-space free public lot at 216/218 Oleander Street plus hotel-linked parking contributions aim to ease chronic Village parking shortages. Residents said parking is already full on weekends and questioned whether it's enough.
Neighborhood speeding and traffic calming
A resident said Hewlett Avenue feels 'like a raceway' near apartment complexes full of children, and Councilman Hearn noted District 1 has become the 'speed cushion district.' Council suggested petitions, CRA traffic-calming measures like speed tables, and improved signage.
FDOT pedestrian crossing and turn lane on Fisk
Once Fiske Boulevard construction wraps up, drivers won't be able to make a left turn at the main intersection — you'll have to go around via Barbara Jenkins. A FDOT representative will explain the new pedestrian crossing at the September 21 meeting, and the board wants churches and affected homeowners notified with flyers and postcards since the change will catch a lot of people off guard.
Gateway Median Landscaping Uniformity
Board members flagged inconsistency in tree plantings along city gateways — Clearlake Road and the SR 520 medians — and pressed for a uniform look heading into Cocoa Village, with FDOT ownership of the medians complicating maintenance.
Bus Stop Shelters on U.S. 1
A resident flagged unshaded bus stops on U.S. 1 and Fiske in 93-degree heat; Councilmember Koss noted she has sought a shelter in her district for eight years.
Sightline hazard at School Street and Pineda Street
A county resident says parked SUVs at apartment parking on the corner block drivers' view, causing repeated accidents and a past fatality; she asked the city to restripe parking north-south.
Cocoa International Half Marathon Date Change
The council was asked to move the half marathon's road closures from Saturday, Sept. 12 to Sunday, Sept. 13, 2026. Drivers should plan for detours on the new date.
Pedestrian Safety Requests on Forest Avenue and North Cocoa Boulevard
Resident Paul Kimus asked the city to install a crosswalk with flashing lights on Forest Avenue near Highland, and to improve crossings and speed awareness on fast-moving North Cocoa Boulevard.
FY 2026 Street Resurfacing
The council approved the annual resurfacing project, but a heated exchange followed over which neighborhoods get paved. Councilwoman Koss said District 4 has seen almost no work in seven years; Deputy Mayor Goins countered that past neglect of areas like Diamond Square is being corrected. Traffic volume isn't part of the current prioritization formula.
