She said three abutting owners returned affidavits with no 'no' votes, and that Brevard County allows 8-foot fences in similar settings.

The property manager described shootings and gang activity that led to the original tall fence, and the turnaround he's led: cameras, lights, armed weekend security, roof replacements, and removing the front gate at police request. He asked the board to approve the waiver so the property can become 'a jewel of the community.'
