10 issues in taxes budget
Tourist Development Council Bylaws and Appointments
The Board was to set a public hearing on an ordinance updating the Tourist Development Council's bylaws and appoint a member to the council, which guides how tourist tax dollars are spent.
Florida Department of Health contract renewal
The county's $856,565 annual contribution to the local Health Department was renewed 4-1. Commissioner Constance wanted the funding held, saying the money isn't required and the budget detail doesn't clearly show what county dollars buy.
2026 Sales Tax Proposal
The board hashed out whether the proposed 1% sales tax extension should run 20 years or six. A six-year motion died for lack of a second, so the 20-year version heads to voters in November with the cultural center rebuild riding on it.
State Property Tax Reform Impacts
A statewide homestead exemption amendment on the November ballot could blow a hole in county revenues — commissioners discussed potential shortfalls approaching $100 million by year two. They weighed setting higher rates now as a buffer, but chose the neutral approach and plan a strategy reset after the election.
Property valuations and homestead tax bills
County-wide taxable value grew just 2.18% — slower than every neighboring county — limiting new revenue while costs climb. Homeowners' homestead tax bills will be affected by the millage rates set this week and pending state property tax reform.
Budget hearing dates and venue change
The first and final budget public hearings moved to the Charlotte Harbor Event and Conference Center, set for September 14 and September 28, 2026, after a school board scheduling conflict reshuffled the county calendar.
Resuming utility account shut-offs and the HeartShip hardship fund
The utility is resuming shut-offs for unpaid bills, starting with businesses — about $2.2 million is owed. The donation-funded HeartShip program has only about $10,000 left and can't come close to covering that need.
Future of Charlotte County's three Community Redevelopment Areas
The county's Charlotte Harbor, Murdock Village, and Parkside CRAs collect TIF property-tax revenue earmarked for redevelopment in those districts. Commissioners are deciding whether to sunset two of them, which would send that money to the general fund instead — more flexibility, but no guarantee it stays in those neighborhoods.
County Employee GLP-1 and Pharmacy Costs
The county plans to stop covering non-diabetic weight-loss drugs through insurance, instead offering a $200/month reimbursement through the health center, and to raise out-of-network copays to push brand-name drugs to the county pharmacy — where savings are up to $4 million.
BUILD America 250 Act (BA250)
A new bipartisan five-year, ~$580 billion federal bill could boost bridge funding (with a 25% local-bridge set-aside), preserve safety grants, and raise MPO planning money. Counties could access roughly 22 percent of total funding. The county may send a support letter.
