9 issues in public safety with high priority
Contractors operating with expired permits
Two of the day's cases traced back to work done without permits — one by a hired contractor, one by owners themselves. Staff used the Finnegan case to warn the public: if a contractor says you don't need permits or asks you to pull them, that's a red flag, and permits without final inspections can kill property sales and insurance.
Englewood fire station funding and sales tax projects
The 2020 sales tax program has about $27.6 million left uncommitted; the board is exploring combining 2014 and 2020 leftover funds to finish the Edgewater Corridor widening all at once and avoid costly remobilization. The county passed a state OPPAGA audit with flying colors.
Animal Welfare League Contract Update
Negotiations with the AWL over its animal services contract continue; the extension buys time to September 8, when a final deal is expected. Critics at public input demanded audits of how county money is spent.
Sheriff's Office funding and tentative millage rates
The one-third/two-thirds split between countywide and the public safety MSTU for sheriff funding was set in 2012 with no real methodology, and commissioners want a data-driven recalibration — possibly shifting about $24 million — during the next two-year budget cycle, not this year.
School Zone Speed Camera Program Launch
The camera program has issued 2,344 notices and collected $61,074 since April 1, with all seven special magistrate challenges upheld. Punta Gorda is expected to mirror the county's school-hours-only flashing schedule to avoid confusing drivers.
Little Gasparilla Island emergency services expansion
The island's only fire and rescue facility — reachable only by boat — can now legally expand with a new elevated building. It protects vehicles and gear from storm flooding and gives the live-in chief office space separate from his home, where board meetings currently happen on his couches.
Reinstatement of Rafael Martinez Permitting Privileges
A Port Charlotte roofing contractor suspended in February over dozens of expired Ian-era permits got his privileges back, but on probation. Homeowners who wouldn't grant inspection access are now referred to code enforcement and may have to take over permits as owner-builders or hire new contractors.
2026 Hurricane Season Preparedness
Forecasters call for a slightly below-average season (8-14 named storms), but emergency management stresses preparing for the storm, not the season — four local shelters are all in storm-surge zones, so the Babcock Ranch shelter deal matters. Vulnerable-population registration and Alert Charlotte sign-ups are the big pushes.
Commissioner Constance investigation controversy
Multiple residents criticized the chair's rejection of the DSK Law investigative report about files found on a county-issued device, and Commissioner Deutsch publicly pressed why Constance never sat for the investigator interview. Tiseo defended his handling; a rules overhaul is being discussed.
