A 27th Street East resident said she'd grudgingly accepted the 66-unit duplex plan but said the traffic is already bad and the revised plan isn't the 'exceptional design' the PDP rules require.

Said the developer's representative made a handshake commitment years ago to keep R-2 zoning and build the 33 duplexes, and urged council not to let him renege; noted 120 signatures against the project.

Argued that 48% more units logically means more traffic regardless of peak-hour math, and asked why residents can't get reconsideration of the underlying zoning change.
