Metropolitan Urban Center Zoning Overlay
Three new overlays covering about 130 acres around the mall and Biscayne Boulevard create transit-oriented, mixed-use development rules. Officials stressed the county requires them — without them, developers could get higher densities directly from Miami-Dade. Existing zoning stays in place; property owners choose whether to use the overlay.
Hotels allowed in Town Center (TC1) District
A 23-story residential tower with a 13-story hotel near the Government Center, including 10 affordable HERO units. The city lowered the previously approved project's height and density in exchange for amenities like a Brightline shuttle and a multi-use path along the Lehman Causeway.
